«Gazprom» may be allowed to start sales of gas on unregulated prices which starting from 2019 will be used for production and export of methanol in Northwest Federal District. As the draft decree of the government posted on the federal portal of laws and regulations specifies the Russian Ministry of Energy came up with this proposal.
As a reminder in May the Russian Direct Investment Fund and Japanese Marubeni Corporatio and Baltic Gas Chemical Company and Invasta Capital concluded the memorandum on cooperation regarding construction of methanol plant in Ust-Luga. The capacity of th plant is 1.7 million tons a year.
Today the whole prices for gas which Gazprom sells to domestic consumers is regulated by the state. At the same time independent producers of gas have right to supply hydrocarbon raw materials at free prices. Of course they make good use of it making offers to consumers to conclude gas supply agreements with discounts fixed by the Federal service on tariffs.
Because of such state of affairs the domestic share of sales of the gas company started to lower. The independent producers (according to Gazprom’s report) could increase their shares in the domestic market and therefore increased their market presence
Earlier the Federal Antimonopoly Service proposed to start a pilot project this year to alter the state price regulation for “blue flame natural gas”. The start of the project should take place in Khanty-Mansi Administrative District and Yamal-Nenets Administrative District and Tyumen region.
Per this project the state regulation of gas whole sale prices may be cancelled. It is also assumed to start to form market prices. The Federal Antimonopoly Service proposed to change principles of tariff formation for gas transmission.
